Luis Terrazas and his family controlled an enormous part of the Mexican state of Chihuahua.

According to a story which is told, among other places, in the Todd Jagger Photo Gallery, "Sr. Terrazas was once asked by an American reporter if his ranch was located in the State of Chihuahua, to which he replied, 'No, the State of Chihuahua is on my ranch.' It has been said that the feudal domination of the region by Sr. Terrazas was one of the principal reasons for the Mexican Revolution in northern Mexico."

At the time Norman Walker wrote this report, numerous refugees were fleeing from Russia in the aftermath of the Communist takeover. To the best of my knowledge, nothing ever came of the scheme which Norman describes here.

MEXICAN STATE OFFERS HOME TO RUSSIAN PEOPLE.

Chihuahua City, Mex., Sept. 23. - [Special.] - A colonization project to place Russian immigrants on the famous estates of Gen. Louis Terrazas is now being considered here and a deal involving more than 15,000,000 acres of land in Chihuahua state is under consideration, according to bankers and American real estate people here.

The plan is said to have the backing of the National City bank of New York, the Guaranty Trust company, and the Mines and Metals bank, also of New York. A company to be known as the International Development corporation, with headquarters in New York, is said to be in process of formation to finance this project, which will involve 20,000,000 pesos.

Other New York interests are arranging to sink test wells for oil in the Ojinaga district opposite the big bend of Texas and an extensive lead-silver mine is being opened near here by a Louisiana oil syndicate.
